Isn't there a way to set a propaganda level for a planet?

The manual talks of this still being something that can be done to help improve morale but I don't see the slide for it. Is it gone?

Propaganda was removed from GC1.

Yes, He does.

Around mid Gamma the propaganda feature got the axe.

Meant the propaganda feature that was in GC1 is not in GC2. Poorly worded though.
