Ship maintenace

How much exactly is ship maintenance for each individual ship. Does it have to do with how much the ship costs, or does it have to do specifically with the the hull class (tiny,small,medium ect.), and if so how much for each one.
-I was building a small hulled ship and noticed it cost like 3 maintence for that one small ship. Isn't that a little much.
