BUG: Issues with creating custom race - Logistics

Alright, the creation of a custom race is exceptionally buggy, one of the issues I have not been able to figure out is, why the logisitics on my created race keep varying so widely. The first time I made one I recieved 8 as the base, which seemed resonable. In subsequent tries though, I have seen 4 and 12. What is going on?

You think that's crazy, I booted up my custom race last game and somehow had leftover bonuses from the previous custom race still there.

My total point pool was at -5, far more than it should have allowed, and yet I could still play the game.
