How do the secondary Civilizations become so rich?

After selling a ridiculous number of techs to a minor Civilization, I got to wondering... how do they have so much money? They only have one planet (that I know of) yet they have twice as much money as the next highest player.

Boy those minors can be tough. I have about 25% of my current Galaxy's resources an planets, and have had a long drawn out war with a minor that has only 3 planets. He was way ahead of me in Tech in multiple areas. I finally took out all his ships. He begged for peace, and I managed to get a huge pile of techs from him in exchange for peace.

A number of turns latter, he declares war on me and has several fleets of mid-sized ships that are now walking all over my fleets.

Frustrating but fun!

I agree its fun to have minor's that can compete. But what irks me all to hades is that I'm about 4/5 of the way through the game and one of them will pop up with EVERY SINGLE TECH I HAVE. Now I'm about at least 3 techs ahead of everyone else and these guys just poof into existence with the level of the most advanced civilization?

And while I'm ranting about them I'll rant about pirates.... pirates IMHO are so far above and beyond what they should be. There was a fleet of 3 pirate ships (2 huge and 1 large) that had more firepower than all civs besides mine COMBINED.... took 3 of my flagships and various support craft to take them down. Why are minor's and pirates so overpowered?

Think of minors like Japan, today. Minors concentrate their wealth on influence and resersesh. They have a milltary but it's small compared to the majors.

I don't mean to nitpick but Japan is a poor example as they technically only have a self-defense force and are bound by law not to leave their political borders with a military force. And their military hardware really isn't that great. Some of it comes from us. Some of it is developed within country. Some of it is purchased from other countries. It's not like they have a bunch of Evangelions or Mobile Suit Gundams running around to kick Godzilla in the nertz.

how do you buy a ship from some company? that would mean that there are also factories and such stuff on your planets not only the ones that you own, and if som of those become pirates, hmmm...they would have all of your tech and stuff like that...

What actualy happen when you buy a ship, who builds it? where are those guys that builds that ships in time of war, why don't they give you some ships to save their lives? Damn, how the hell is drengin so "weak" then, i think that they wouldnt have private companies...

A: They spawn late and therefore are given money to compensate.

or

B: They do little else but sit there and accumulate cash.
