colony ships and blue cascade buttons.

When I use the blue cascading event buttons,(right click to launch) it doesn't bring up the population loading screen for colony ships.

If you launch it this way it is pritty much the same as having it auto launch to a Rally Point. It will automaticly fill up if your planet has adiquite population or take as many people as it can without lowering the planets production.

Wait a second, I was under the impression that population didn't directly affect production.

Unless there's some kind of minimum threshold or something.. but no one's mentioned that before.
