Funding destabilization?

I must be missing something obvious here, but there's no option to fund destabilization on the diplomacy relations screen. It says in the manual that the slider should be here, I'm assuming you need to research a certain tech to do this?

I thought it would be "cultural insurrection" but that didnt seem to work.
Any ideas?

Also, does a more advanced (i.e. more democratic) government make your citizens more likely to defect if approval is low
