NEWBIE! Question about uploading

I am very new to this site, and any links or replies would be helpful. I want to upload bootskins and a few things. My question is , if I have gotten a photo from the web(found through search engine, done minimal changes to it should or can I upload this? It is not a known copyright photo , more of a slogan or saying. A few comments I read on others said all he did was copy it from a website, and left unpleasant comments. Keep it for myself? or Upload it ?

If you can include a link to the image's source....so potential issues of copyright [or lack of] can be verified then the upload will be fine.

Not 'all' bootskins are accepted, however....some can be deemed 'unsuitable' and rejected.

Probably the one thing to remember [apart from the 4bit colour limitation/s] is that it is supposed to be a 'bootskin', not 'just' some wall found somewhere with a progress bar added...

Thanks for the link sTonEbLuE.Can anyone tell me where I might find a tutorial or page showing the requirements(such as the 4bit color limitations Admin Jafo stated) for uploading whether it be wallpaper , themes, etc..
