Is there any level up and experience in GalCiv2???

Does your ships, units, leaders or anything gain in experience???? Like in CivIV...

You have no leaders. Your ships do gain experience for every successful fight. The amount of experience is based on the difficulty of the fight. It works kind of like Civ 4. Your units will have increased stats as the gain experience levels.

"Kind of like" Civ 4. Except there are no specialty bonuses to assign at level up.. which is the cool thing about civ4. So its not really like that at all.

Well one difference is that your ships can get very very high in experience.  I.e. level 20 ships are pretty tough.

I think the only improvement you get are increased health...with each level up? I could be wrong though. Still, you do notice the difference.

In my last game I started with a fleet of small hull ships with 12 hitpoints each. By the end of the game they had levelled up to over 150 hitpoints each.

Very nice. So the addition of hitpoints is an abstraction for battlefield experience, which is a very valid way of doing it.

I assume that experience is maintained if you upgrade your ship ??
Gives you a good reason to try to marshal a few elite ships until you need them.

Additional hitpoints are good - although adding 1 per each victory is too much IMHO.
