Added control over screen resolution to the options screen in the main menu and in-game. Locked the minimum settable resolution to 1280x700. You can resize a window to be smaller, but the game isn’t supported at lower resolutions.

When you select the special buildings tab in the top right when that special building tab is open, it will close the special buildings tab. (So if the patent window is open and you click on the patent tab in the top left, it will close the patent window. This used to cycle through your various patent offices.)

Fixed "turn off/on all [building type]" so it works again.
