Basically, yes. They realized that they wouldn't have enough time to do a good one. They didn't want to slap together a bunch of maps and half-ass a campaign, so they decided to put it off and focus on getting the rest of the game done well.
They are planning to do a campaign for the upcoming expansion, as Garion mentioned
