You can add "This PC" as a tile ... but maybe you are asking to be able to add it to the left side? Indeed, being able to pin some things on the left would be nice.

Any chance of getting this fixed, now that Windows 10 is released? (The behaviour is still the same with the final version, Windows 10 style menu is only displayed on the primary screen, regardless of which start button you click.)

If you create a shortcut for your .bat or .cmd file, you can pin it to the start menu. For the second one, right-click on "This PC" and select "Manage" to open Computer Management, which includes Device Manager. Device Manager is embedded within Computer Management now, though, so I don't think it's possible to open it directly.

If you use the Windows 10 menu style, you can group your programs (not exactly folders, though).

Running 10166, I just switched to Windows 10 style. Task bars displayed on all screens. And with the Windows 10 style, the menu is displayed only on the primary monitor (Windows 7 style displays the menu on whatever menu the start button is clicked on).

Yes, it is. Primary display is OK. It's white on 2nd and 3rd displays. I haven' tried removing Start10 so I don't know whether there is a change to the standard start button behaviour.

See above -- this is on Windows 10 build 10061 (10049 was still OK) and Start10 build 10.0.50.
