If you create a shortcut for your .bat or .cmd file, you can pin it to the start menu. For the second one, right-click on "This PC" and select "Manage" to open Computer Management, which includes Device Manager. Device Manager is embedded within Computer Management now, though, so I don't think it's possible to open it directly.
