I agree, pirates (or how about rebels?) shouldn't exist in the early game (at least not with any military capacity). An interesting mechanic would be to have the pirates gain a percent of the ships they destroy in combat if they win the battle. For example: You have 6 weak ships. Pirates/Rebels have 2 strong ships. Battle scenario 1: You lose all ships. Pirates lose 1 ship. Pirates win, therefore they acquire a random 50% of the ships the

I really would like to see this in the final game! ...As long as the wheel indicates both current and target production in the same way that a ship simultaneously has a target location and a current location. To expand on a suggestion above: it initially could start moving one hex per week, and certain techs could increase your "Production Mobility", or something like that. Interesting to hear people's thoughts on the unit indicators. I really like having them, since trying to remember what "10" population represents in Sins breaks the fourth wall (for me, at least). Brad, why not just make it a menu option? Everybody gets to be happy...
