You're putting it into the program files folder. In order to move to that folder, you have to run explorer.exe as administrator. But that isn't even the correct place. You must put the files in you %appdata% folder. The path is %appdata%\Local\Ironclad Games\Sins

The SB upgrade is called "AbilityStarbasesBeyoneOneAreDisabled.entity". The ability is unlocked when you research the Phase Drives. The ability is there, but you don't see it because the ability is behind the SB upgrade menu button. That error is saying that it can't display the SB's beyond 1 ability due to the upgrade menu, I think. If you surrendor, you can see the ability in the SB. For Example: Try to select a Titan factory and a hangar defense at the same time

Therefore, the SB's gravitational field (let's assume there is one) allows for, perhaps 2 civilian structures, making this upgrade viable. And it wouldn't make the TEC overpowered, because they can already construct ships and have trade lanes. Since TEC are industrial, it is fine. The biggest use I see for this is building Cap Factory

Zombie, thank you for putting up that I made the BK's GM mod compatible for Rebellion. They took it down, because they thought I stole the mod, and I PM'ed someone, but they never bothered to put it back up, so put on the OP that it has no DL link.... yet.
