one thing i'm curious about.. when you say reactivating win 10, do you mean you're using ms account as login and basically using the old win10 from your previous machine... or do you mean the asrock mb is brand new and you've activated a new win10 on it, but then had to swap out the mb?

usually (?) you can set it to disable the onboard automatically in bios when a discrete is installed. is the intel control panel link not available on right mouse click context menu?

there's no such thing as 32 or 64 library. (presumably referring to program files and program files x86). steam installs things where you tell them to install them and it doesn't really matter what they are labelled, it's just a name. doesn't affect whether they are run as 32 bit or 64 bit as that's determined by what the exe is compiled as.
bear in mind how linux distros have similar upgrade patterns. of course, they are different in that it's not forced and they tell you upfront that if it's working, you don't need to bother changing. or how chrome os is updated every month, though that's a lot less complex with less hardware variations. let's put it this way. tdr issue apparently existed since win 7 or 8 and still not necessarily fixed in win 10. not really related to their issue, but still. probably some obscure thing that's difficult to find because of all the backward compatibility stuff that they haven't gutted out after all these decades. just upped to 1809. so far so good... but i haven't actually done a thing with it
can't say i've ever had the screen going black from just doing stuff. the few occasional times it happened (been a while since i last had one) was exiting fullscreen (1080p) game to 4k desktop (or alt tab). something to do with tdr..
not sure i understand... you are saying black screen because stuff is being sent to a "wrong" monitor/port but you still get a cursor with that? i have nvidia. i occasionally get a no signal to monitor thing (it literally goes to sleep... so no cursor there XD) when cold booting..
