That would be great to have a theme builder. I know my way around ini files but I would not know where to begin at making a complete Winstep skin. If you can finish that theme builder I will certainly give it a shot.
I just purchased Winstep Extreme subscription, it has been a few years since I have used it. I am curious as to why skins are not being made as often as Windowblinds skins are? Is Winstep harder to skin or is there not as much desire to create skins for it?
Thank you Basj. That answered my question. I never even thought about editing the ini file. I just remove the reflection entries completely, if you don't want reflection on the dock the entries do not need to be in the ini file.
Is there a way to turn off the icon reflection? The "adjust blur and reflection" option does not show a setting for reflection.

Look for the updated version now in moderation.

You will not have to adjust anything like ALMonty said because everything is set to "keep on screen" and "snap to edges", also everything is dragable so just place stuff where you want. You can also open up the bars image folder and simply resize them if you want but that should not be necessary.
