Some people vote based on how well the skin applies, other on if they like the design, someone else on the composition of each individual element and some even rate based on if they know the person who made the skin. There are also other factors, like how many votes has been cast, and how votes are weighed (if at all). Just because things seem all fine to you doesn't mean the software is without problems. If it works for you, then good for you.
