I would highly recommend buying the addons, they really improve the game. You should get the patches using stardock central or impulse (get this).
When something like this happens it is most likely that this specific ai has some resource starbases

Well i liked Age of Wonders II shadow magic the most with HoMM III as my second choise. I just hope they combine the 4x from AoW with the Heroes and artifacts of HoMM III.
When you keep the ai at constant war (bribing them for going to war, selling ships to weaker races to keep the balance) you can grap alle the resources of the map and then it´s gg. I don´t like them too, they are too powerfull imo.

the tiles should give a bonus: they should increase the possible population before the approval flips. It would make them as worthy as other tiles imho.
Also the pirate ships looks fantastic (like space pirates)
They are extremly good when starting a war, just build some next to your future enemys suns and open the war with a devastating attack :P
