You definitely DO steal more techs when you have the High, and especially the Advanced Intelligence levels. I have observed it in multiple games, and I generally play with a lot of spying. There is a contrast between the amount of stealing from a given civ when your espionage is still low end vs later high end, and there is also definitely a contrast between how much you steal from races you have Advanced knowledge of vs those you have minimal knowledge of. The section of the manual you are recalling was meant to refer to how approval affects your government, your political party, and the nice bounuses you get from your party being in power. BTW, if your party is out of power, all of their bonuses are applied in the inverse! ugly! But the Imperial model civ-wide government doesn't have to worry about going out of power. There is a toggle-box in Options / Interface entitled "Follow Auto Pilot Ships". I believe that when this is turned on, the Interface will track ALL computer directed ships within your visible envelope, yours and the other civs. However, it jumps between tracked ships very quickly, and it may not be much use for situational awareness. Being zoomed out to near max when triggering the turn, with this option ON may help. drrider

I have noticed that if you have a spy on a planet that you invade, you lose that spy. So I remove any spies before invading. I don't know about invading, but for certain if you flip a planet with one or more spies on it, they go into the "Spies Available" pool. drrider

Provides vastly increased variety to planet surfaces on the planet screen, at the expense of putting some labor on your graphics sub-system and processor. Should be cool on any adequate gaming rig of the last 2+ years though, and it is throttle-able on the Options screen / Video tab. drrider

See if you have a scenario selected, on the very first set up screen. Read over the manual section on the game parameters setup options. The pre-set scenarios all limit your choices. For sandbox mode, you should be selecting a galaxy size, and the other galaxy and scenario parameters should be on "None" or "Normal". drrider

What general difficulty do you have set? Set it at Normal or below until you can beat the AIs, then tweak it up a level at a time. If you DON'T get the hang of it at Normal, back it down the scale. Once you get the hang of dominating the galaxy, you'll probably be able to go up a level per game for a number of levels. actually found out you cannot auto repair ships by upgrading to itself, has to actually be an upgrade....it won't take if its repairing to the same type of ship unfortunately.... I beleive this DOES work...if you go into shipyard and change the LOCATION of a system on the ship first, like life support. drrider

I suspect that this tech puts them "on" the tech tree and allows them to develop additional techs, even if they do not start with any at all in certain branches. Hence it would do nothing for a custome race with several 1st order techs. drrider
