Bonus Units is just a display matter, telling the game what to append to the bonus values displayed on the ability pick screen. Last time I checked, all ability bonuses in the Civ Manager and the Civ Creation screens were displayed as %s, regardless of what the xml sets them to be.

What you are seeing is that the AI Planning thread starts as soon as the player turn starts. All the AI is doing at this point is choosing social projects, choosing ships to build, etc. So what's so difficult about fixing it? If the AI is only getting 2 Planning phases. It can, at this time, decide to purchase social projects, which isn't any different than if you were doing it while the AI was moving their ships.

Rolling the dice to decide on the accuracy of a gunner to hit his target makes a certain amount of sense, so a "0" point hit could exist. That would imply that when you research better milestone engines, free space would be different. It's not. Same for costs. The "hidden" point however, was that the "bonus" components are what actually kill the usefulness of the actual components. I'm baffled! How can the playing field be level if there are so many unbalances in the game?! If it's a trivial fix, why is there a "choice"? Why is the time it takes to fix this being compared to adding new features, updating the AI, new graphics AND etc?! Cool down man, I was *joking*. I don't prefer either, like it's been said in another thread neither one makes any real sense. It's actually a funding slider of sorts, you choose how much money you'll pour into production. But this is a global problem with the economic system, not just the sliders. The taxation doesn't make much sense either, the tourism income too, etc. But these are seen as minor details that don't really affect gameplay - only how you perceive the system.
