Purely cosmetic, but it'd be cool if we could orient the buildings in any cardinal direction (I know we're on a grid here...).
If not this particular map, it might be helpful to have a single "baseline" map by which we can benchmark AI changes. Since modders will also be creating/modifying AIs, it would be nice for the community as a whole to have a common frame of reference. Instead of "handles ships better", you can point to a savegame and show how it handles ships better.
I noticed that last time I got upgraded on Delta. They're the only ones with outlets of the American carriers, near as I can tell.
I think Microsoft is still stuck on 100% (or nearly 100%) backwards compatibility. I almost think they should have 2 versions of consumer windows: the version we all know, and another version unbound by backwards compatibility. It would risk becoming the OS equivalent of Itanium, but may be worth the risk. Right now the Linuxes and Androids of the world risk dominating the non-traditional PC landscape...which is where the real money is longer term.
Interestingly, Bethesda took a similar approach with the Elder Scrolls series starting with Morrowind: they built the thing to build the game, and then they built the game. Customization
I vote for 2 races at release with mixed-race factions. MOO3 attempted to do this, and I always thought it was a very cool concept. Be sure to add some attribute(s) to control how fast each race is attracted to civilizations and cities. Even if my faction is mostly "men", perhaps a few "troglodytes" will still wander in.

The Federalist Papers make a great case for taxation by consumption, rather than by headcount or property. The latter two are too given to claims of unjustness, while consumption-based taxes regulate themselves (i.e. if they are too high, people consume less, thus naturally reducing the income).
Disappointed to hear that Premium Skins as part of a subscription will be discontinued. I guess it makes sense, but it's an easier purchase for me if I don't have to see the incremental cost of each skin. I'd rather order the "Happy Family Dinner A" rather than pick and choose from the chinese menu.
I'm currently listening to The Federalist Papers as read by Americana Phonic . They are excellent, and cover a vast range of political topics. The reading itself is also very well done. #38 (or was it #39) in particular has some good commentary on how a person ought to approach political decisions, or really any decision which should be founded upon reason.

If we had a data file of quotations, with the ability to tag quotations, and could have units auto-tagged on the backend based on their stats or somewhat, the engine could then suggest good quotations. I think quotations from the classics is a good idea; no muddy copywright issues that way.

Bonus points for providing a few patterns for units to be named. Perhaps the option is tucked away to keep the screen uncluttered for more casual gamers.
It'd be neat if, by default, the unit name was created something like this: of E.g. Yngland's Company of Elite Heavy Spearmen IV Or, perhaps something like: E.g. 4th Elite Heavy Spear Company
Don't forget that the penalty for the insurance companies for denying coverage due to pre-existing conditions is only $1500, unless they've updated that number in the past few months. Everyone can likely determine the effectiveness of that incentive on their own.
