beginner level is a joke. try a much harder level (tough+). but then it is still easier to do militarly conquest victory than other victories (atleast for me). so...to answer your question, Yes...somewhat.

Are you using the default colony ship? It is really not hard to out rush AI at Intelligent or below level. Design your own colony ship with max engine and no life support. well, I only notice this much... At "Masochistic" or lower, only ONE AI need to be at set AI level. so for "Masochistic" only one AI need to be at "Incredible." At "Suicidal," ALL AI need to be at set AI level. ALL AI in "Suicidal" need to be "Incredible." I applaud that changes are being made, but personally I think difficulty needs to be more than just to the 1.1 power. Masochistic (assuming that is 10) now multiplies by 10, and after taking it to the 1.1 power, that now multiplies the score by 12.6, whereas playing at "tough" is defined by 7, which would multiply the score by 8.5 (instead of the seven before).
