Specialization in production or research doesn't work. You still need money to fund everything. On the other hand, you can rush build anything you want, as long as you have money. No factories required. You can't rush research, but specializing outside of the planet that's your tech capital doesn't really work. Taxes aren't supposed to be your primary source of income. The insects are probably female. Insect hives on Earth are led by queens. It's not about being PC. It's about being real. If the allocated IUs for military aren't spent, why can't I use them for social projects? We need planet-by-planet sliders. That's the only way to achieve real specialization. I know we want to avoid micromanagement, but with planetary specialization, you shouldn't have to adjust the planet sliders every turn. And these sliders should be controllable from an empire wide management screen, so you can fiddle with everything from one place.

The Civ button is supposed to set a "fair" trade. But you can still push the trade from "fair" to "acceptable". You get a diplomatic penalty, though, since the AI knows you're trying to squeeze it. The button should be implemented. I agree with Soren's take: if you give the player a way to optimize their game, they'll do it. You may as well automate it. If the premise for surrender is to spare your people from further struggle, then you should surrender to someone who can guarantee you safety from your enemies. Are you sure about this? I thought the spend rate was a % of your total capacity, not of your total tax income. When I set the spend rate to 100%, my total spend is usually much higher than my tax income. I totally agree that spend rates for social/military vs. research need to be separated. It should a slider each for how much IUs and RPs to fund. Then there should be a separate slider to shift IUs between military and social. <br/
When you choose your alignment, it has to be part of an overall strategy. If you choose good, you're really aiming for a diplomatic victory, and you have to work hard at cultivating alliances. These alliances save you; they help prevent war by deterring evil and neutral civs from attacking in the first place. If they do attack though, you have to call in your friends and make sure they are strong enough and willing to defend your worlds.

Oh, almost forgot, add an option to toggle the cursor to show a starbase radius over the tile that the cursor is floating over. The player should be able to tell exactly where the AOE of a starbase will be before even building the constructor. And add an option to show the grid-based equivalent of the AOE of a starbase. Sometimes it's hard to tell if a particular tile falls within the circular AOE.

I agree on the attack end, but not the defense end. There's no reason why a starbase can't extend shields or point defense to a non-warship.

I mean, if your race is going to be harvested for meat by the Drengin, why would you ever surrender, even if fighting results in genocide?
