Actually, you can use any program that opens .ZIP archives to open these files. WindowBlinds just saves you some time and trouble, because if you have it installed, you can automatically install the 'blind when you open it. If you really want to, though, you could extract the contents to their own directory, install WB, then open the 'blind in the configuration screen.

What I'm wondering about is the name of the file that is the "Please Wait" image that appears while the skin is being applied.
