I'm not sure if this is what you want to know, but right-clicking the state you want to go to will move your character there so you can build a new HQ or upgrade an existing one.

It could even lead to trade corridors, or the buying of selling of "territory". For example freighters moving through territory that's neither neutral, their own nor that of the one they are trading with might have to pay a small tax to cross, or buy the territory they need to move through.

I'd like to see the end of sectors and the introduction of new shifting borders like in Rise of Nations. That would make for a much better looking culture win, because you could see your influence "moving in" on the enemies and swallowing them up. Circles or lines could show how far ships can go.

In Stardock Central itself You also need to select "view" from the menu bar then tick "show pre-release version". That'll make sure that any beta versions are shown - the current available version of Altarian Prophecy is 1.49R[RC]. It's fairly stable, but you can check the Altarian Prophecy bug thread for some details of possible problems. [Message Edited]

Does your own morality affect it? I noticed that it's a lot harder to be an evil race regardless of who the other races are. So does that give extra points, or are the handful of bonuses for Evil considered to be enough (of which the only good one I've seen is the PQ one).
