No skinning of Active title bar by opening new IE screen

When I open an IE page and I click for a new link that opens in a second screen the Active task bar is not skinned. I have to confess that when I used a "not completely legal" version I had no such problems but after registering (I love this program so I wanted to pay) I have more trouble than before. Please advise Thanx, Eric

system info might help - wb configure, system info

did you clean out completely to 'other' version prior to installing?

Problem is solved. After 3 undeletes and installs everything seems to work fine. If anything comes up I will be here again.
