Add / Remove Programs , WB5 doesnt skin the scrollbar?

In the control panel. If you go to add remove programs and look at the scrollbar , it isnt skinned. Is it supposed to be like this or is this a bug that has already been reported? This is with any skin.

I have this also (currently using Christmas Time skin). It seems to be limited only to the Add/Remove Programs window as I opened up my Fonts window in the Control Panel (and I have enough that there's a need for a scroll bar) and that bar was correctly skinned.

I don't think that scrollbar has ever been skinned, with any version of WB. I'm not certain about that, because for a very long time, I've used the Ziff Davis app called UnClean instead.

I just checked, and 4.6 doesn't skin it.

Anyone know why it's not skinning?  I mean, it's a scrollbar... what makes this one so different then the rest?  Windows Vista is starting to look mo better every day...
