Startbar transparent is acting weird?

I have a question about the startbar.

I am using a vista skin and the normal windows and stuff transpart shows background stuff but the startmenu transparent only shows the background and nothing else. it does not show icons in the background programs and stuff. It is weird. Is there a fix for this?

Which theme you are using and kindly provide some info. about your system... !!!

I tried using any theme with a transparent startbar.

the startmenu itself shows stuff behind it but not the startbar.

the startbar only shows the background when it is transparent.

my graphics card is ati 9700 pro using the newest drivers.

also when a window icon lights up i can see that showing on the startbar too but not the window itself.

quite a weird bug
