Vanishing borders and scroll bar in domestic policy status screen.

Call up the domestic policy screen, then select the stats tab. Now select a different set of stats, "economy", "military", etc.. Now watch the border and scroll bar vanisth. Now try to get them to reappear. No such luck.

I can confirm this behavior. Starting on "abilities" you can scroll up and down. There are graphical framing elements around that list as well as around other areas. Clicking on any other of 'economy', 'military', 'misc' or 'society' causes those framing elements, as well as the up/down buttons to vanish.

Is this possibly related to graphics cards? I'm kinda at the low end of the scale. My specs (per dxdiag):
