Game offers build of new starbase for same resource with same constructor after upgrading starbase

After building two star bases on resources then upgrading one of them the game offers to build a star base with the constructor that just did the upgrade.

This happened on previous builds as well, but I couldn't find the originating post. (I really, really, really need a search option on this forum.)
