"Glow Buttons" and how do you get them to work?

I am attempting to get a nice glow button effect on a skin, and I am failing miserably. Any suggestions would be greatly appreciated. Thanks.

got nothing except maybe edit title to include 'Help' - sometimes it attracts attention quicker
