techs and related improvements

Have the improvements been tied to the correct techs yet? I still get planetary improvements before I've researched the techs and last night I also noticed that I could build the planetary translators before I researched the tech. Also all the omega improvements arrive at once. Surely these should all require seperate techs?

Finally (as mentioned by others before) the universal translator is no longer required to talk to the aliens. It used to be!

The improvements' tech requirements still need work. I've fixed the problem where the Universal translator wasn't necessary for trading.
