Do you mean via Skin Studio?

Basicly SkinStudio already does, you can create image as png, when import to skin with SkinStudio and save Skinstudio converts the png to tga for WindowBlinds to use. To edit tga in a skin, open SkinStudio, Tools, Preferences, Image Editors in tree menu, check Convert tga files to png before using image editors, Click OK.
Then when editing a skin and double click a tga image in preview will open in graphics software as png. Edit, close, save changes YES, save in SkinStudio converts back to tga, asks to replace old tga Yes, done.

Yes..... follow Cavan1's instructions. TGA supports translucency, and SkinStudio will convert your PNG file to TGA quite nicely. (TGA is used instead of PNG because it's less resource intensive)

However, if you're trying to use translucency on the window frame, that isn't supported at this time, but will be in the upcoming version 5 of WindowBlinds.
