Windows Taskbar Size

ok... this is a weird problem that so far I have been unable to figure out. I like to use a double-sized taskbar... however the WB skin I'm using forces a single-sized taskbar. The only way to keep a double taskbar is to have the quicklaunch icons activated, which I don't use. Is there a config file to edit that I can force a double taskbar?

WB config, user overrides, select large size taskbar, apply changes.
