claiming a colony system

It would be nice to be a to flag a system when surveying or scouting so that it would be easy to send a colony ship when its built. Even better would be "filinga claim" where

1. Evil reaces would usually jump the claim
2. Neutral races jump the claim when over, say, 20
3. Good races would usually respect the claim.

Modifiers could be applyied using relative military might and cash-on-hand, cash flow.
A strong military and a poor cash position would influence a Neutral or Good race to jump a claim.
A weak military and good cash position would cause an Neutral or Evil race to pass up the chance.

Jumping a claim would, of course change the diplomacy relationship.

You would need to limit the claims or else every system would be claimed within a few turns. It would change the strategy to building lots of scouts and claiming every system you saw!

Maybe you could only claim systems in sectors you already owned.

Maybe you need a special ship like an outpost ship (cheaper than a colony ship, tiny or no population). Claimed planets can still be taken over by colony ships.

Actually, if you have read Brad's description of conditions at the start of a game, all of the alien races would have the ability to claim all of the other star systems before you even get a chance to try to find one. They have been sending out probes and mapping the galaxy for millenia before terrans climed out of the trees. Since they know where all the good planets are the terrans have a built in dissadvantage from the very beginning. I think this idea could make the game unplayable, since either it would have to conform with the game's pre-existing conditions or Brad would have to change this particular concept.
