Moving Task Pane Location

How do I move the task pane (normally on the side in windows explorer) to the top? If you look at the WB skin "Inspirat", they have the task pane moved to the top. How can I do this in skin studio with another skin, like the Longhorn Jade skin?

Right click on your taskbar then uncheck "lock the taskbar" (if there is no arrow pointing to it then it's not locked). Left click and drag the taskbar to the top of the screen. Hope this helped.
