How come water in a toilet in america spins clockwise, yet the water in a toilet down under spins counter clock wise?

It isn't really backwards, it's just that if you're down under, you're looking at it upside down.

Reminds me of an episode of the Simpsons. The one where they went to Australia and the US embassy had a special machine that made the toilets drain the "american way"

It doesn't. Yes, the coriolis effect (from the Earth's rotation) causes things to spin different ways in different hemispheres, however it requires something very large and spinning for a while to be effective. The best example is hurricanes, which always spin ccw in the Northern Hemisphere, and cw in the Southern hemisphere.
