Blue arrow button at top of interface?

Greetings!

What does the blue arrow button at the top of the interface do (to the left of the sector influence button), and how is it used?

Are you talking about the waypoint set up button? I think that's it.

It is used to create rally points. Click it and then click the spot on the map where you want to create a rally point
