newbie questions

Is there a better manual some place? I have some questions that are not addressed in the downloadable PDF file:

1) after I've left the UP Council, is there any way to join again?

2) i can't seem to invade another star system. I load ppl up in a transport, send to the transport to the system, but they won't attack. Do i need some key technology to produce soldiers first? (Yes, i have destroyed the orbitting enemy ships in the system). This is really annoying because in the current game i have complete control of the "skies" but i can't finish anyone off.

3) can starbases move? i can select them and a destination for them, but i've never actually seen them move. Are they just REALLLLLLY slow, or is the interface just tricking me into thinking i can do something that i can't?

4) how can i change the video resolution? i can't find an option anywhere in the setup

1.) I've never left, but I thought you can join again.
2.) Are you at war with them? There is no tech or anything. Are you Allied with them? You'd need to Break Alliance first in order to invade an Ally.
3.) SB's can't move until they are converted into Terror Stars, and then only one space at a time.
4.) You can't change video resolution. It's set.

If you make it into a Terror Star it can move, but only one space a turn.

When you leave the UP you can't return, I did and tried to return no luck. Transport don't attack planets if the planet has a shield on it, means that has a ship defending it, you must attack first the planet with ships with attack points and then when there is no more a shield on the planet you can use the transport and conquer it, but remember must be soldiers aboard the transport ship.

Yes i am at war with the systems i tried to invade. One thing i noticed is that it prompts how many "Citizens" i want to load into the transport. Does the game make a distinction here between "citizens" and "soldiers"?

No, there is no distiction between citizens and soldiers in the game.

Hmmm, it would be useful if the programmers added a few error messages ("you can't perform this action because..."). Instead, the game just refuses to perform the attempted operation and i have no idea why. :(
Checklist:

4) yes i've moved the transport to the system and attempted to unload them
... and nothing happens.

When the transport is next to the planet, and the planet has no shield in the lower right, just select the transport and right click on the planet to attack it. The attack screen should come up as long as there are troops in the transport. Is this not working?

When you click on an enemy planet you can see the ships it has in the system but not launched. If there are ships in this view, then there is a shield in the lower right of the planet. Are you destroying these, or their ships visible next to the planet?
