my game kept on locking up my entire computer before the new 1.13 patch so i happily updated the game when the new patch was made available. however, i had lost all my tech and social improvements when i restarted my saved game. additionally, the game ended immediately when i tried to continue playing, giving me a military victory.

is this another bug? or is this an unfortunate side effect of this new patch?

It doesn't look like you have a choice i this case, but it is as I seem to have observed stardock's policy you should always finish any games before updating, they have always said any patch could mess up an old game.

You should always finish a game before installing an update. This has been reported with every update, I think. The updates are rarely compatible with a previous version save game. :(
