Planetary Income vs Expenses

What exactly makes up a planet's income and expenses? Does builing a ship on a planet put the burden of paying the maintenance on that planet? I know taxes generate a bulk of the income and trade generates some as well but I am fuzzy on what is costing my planets so much money. It seems like the expenses are higher than the social improvements I have built there so that is what made me wonder about the ship maintenance.

Can anyone give me a quick rundown of what goes into the income and expense numbers for a given planet. I am at a loss to control these thigns until I know what they are made from.

I read on another thread the planets morale has something to do with it, I don't know to what degree though.

From what I know the morale only has to do with planet population.If morale at 100% then you get double reproductive rates.anything less is regular reproductive rates.Any ships built on that planet do belong to that planet,along with any constructors sent out to build starbases.I don't know if the cost of starbases gets split across all planets or the one that built and sent it.

I think the SB and ship maint is spread out evenly. Population does affect income though, as does morale. This is evident by getting an increase in income when taxes are lowered if morale is low. For example, going from 50% tax and 74 approval rating to 45% tax and 89 rating (example only).

An overly simplistic primer here: spending rate is king. The economy in Galciv is much better at deficit spending than at taxation, much like the real economies of Earth today. Counting only planetary taxation (no trade, no tribute), population and PQ play a large part in determining income. An advanced government type, advanced technology giving +econ bonuses, and econ resource starbases generate more tax income, but also increase the spending caps as well. There will very likely not be any "perfect" scenario of a balanced budget on 100% spending without trade and tribute income. As long as one accepts the fact that it is easier to spend than it is to tax, then it will be easy in real hard times to throttle back spending. Someone can survive this game on even low-ball spending rates of 40% or less. As for morale and taxes, that is always a tricky situation. An experienced player can balance things to keep a tax rate or 40-50% (or even more) all game long if necessary. If one can line up some sweet trade/tribute deals that last a long time, or if one can live with low spend rates, then taxes can go pretty low. I would not recommend going below like 25% in most games. Give too many low tax breaks and people expect them. It could make life harder if the good times turn bad. I hope this helps somewhat.
