Lost locks -- Whats going on?!

I just upgraded to the 1.5 ver and the locks that were underneath the Domestic policy/Income distribution levers {Military - Social - Research} are now gone. DOH!!!!! Now it's more time consuming to add a percentage to one of the aforementioned areas -- eg. if you want to add a percentage to research, when you do, it may take it from the military when you really wanted it to come from social. Can we get the locks back?!

You have to get the expansion to get them back. You weren't supposed to get them before the expansion, they were put in earlier by accident.
