I would agree that if all you changed was the screenshot and nothing in the skin itself, that doesn't warrant showing up on the update list.

You are right NT. Changes must be of significance on a skin in order to be consider an update, not just a screenshot or the color of the font.
I have seen a couple of recent "updates" aimed to accumulate some downloads.

Start11 - Customize the Start Menu and Taskbar in Windows 10/11.
