why cant i see the bar at the bottom of the screen when i open things up?

Could you be a bit more specific? What bar?

Obviously the taskbar,
(*if i'm correct then*) Click the Start Button and then control panel. From the control panel click the topic "Appearence and themes" and from the next screen choose "taskbar and start menu" Then in the Dialog Check Keep taskbar on top of windows. And click ok. This should solve the problem.

(*And if you dont mean the taskbar* ) Like Yrgal said, be more specific and try to explain.

or, if it's the window status bar, go to your "VIEW" menu and make sure "STATUS BAR" is checked
