new game setup

same setup everytime

when i start a new game the game will not let me choose a different player, control number of races. Also the game always starts the initial planet as earth with category 10. How did i mess this up and can it be fixed?

I just purchased the Galactic Civilization II ultimate on CD's so I do not have to play through Steam. Will the game setup still refuse to let me have control of the initial setup of each game?
