[Suggestion] Expanding the "Empire" Government Court: Two New Roles (Propaganda & Science)
Hi everyone,
I really love the concept of the "Court" mechanic for the Empire government type. The fact that each court member has 3 distinct, attribute-based choices adds great flavor and roleplay value, making it feel like a true autocratic council.
However, with only 6 slots, the Empire court feels a bit restrictive, especially compared to the massive cabinets available to Oligarchy or Federation (and even the Colonial Charter). It also feels like it lacks dedicated representation for research and cultural influence.
Adding two specific roles would balance this out beautifully while keeping the "concentrated power" flavor of an Empire. Here is my proposal for the new additions:
1. Master of Propaganda An Empire relies heavily on controlling the narrative. This role would provide scalable options for approval, influence, or diplomacy.
-
Internal Propaganda: Faction-wide Approval bonus based on Diligence (e.g., 1 Diligence = 1% Approval).
-
External Propaganda: Faction-wide Influence bonus based on Intelligence (e.g., 1 Intelligence = 1% Influence).
-
Impress Foreign Diplomats: Diplomacy bonus based on Social (e.g., +1 Diplomacy per 5 Social).
2. Court Scientist Currently, the Empire lacks a dedicated science minister. This role is designed to offer strategic choices tailored for the early, mid, or late game.
-
Conduct Research: A flat Research points bonus per turn based on Intelligence (e.g., +1 flat Research per 1 Intelligence). Great for an early-game boost or heavily militaristic factions that lack natural science output.
-
Organize Research: Grants +1 Tech Choice and a slight faction-wide research percentage bonus based on Diligence (e.g., 1 Diligence = 1% Research). A solid, balanced mid-game option, comparable (but a little less powerfull) to one from other govs.
-
Gather Scientists: A flat Research points bonus per colony based on Social (e.g., +1 flat Research per 3 Social). Excellent scaling for wide, late-game empires with many planets.
This would bring the Empire court to 8 slots—still fewer than the more democratic governments, but much more competitive and narratively complete.
Would love to hear your thoughts on this balance!
