I downloaded a windowblind that looks like a MAC, but something I can use on my PC. It is the windowblind where the bottom toolbar scrolls across showing your icons. The theme and buttons work, yet I cannot figure out how to make the scroll bar appear across my screen. I have no clue how to do this, all i did was download the file, put the file under Icons in my WINDOWS, and hoped it would work. Any advice would be very much appreciated.

all i did was download the file, put the file under Icons in my WINDOWS

Not at all sure what that means...... there is no Icons folder in the Windows directory.
WindowBilnds skins should be installed in your WindowBlinds folder, and you do this by double-clicking the download.
