Convert .ICL to .IP?

You need to answer Stumpy's questions before we can begin to help.
Many IconPacks use the icon library (ICL), but you don't "convert" ICL to IP ....IconPackages are "built", using the IconPackager program.

Well, I didn't download it off of this site..Can't remember where though. The name of the file was called My Matrix64.icl and Yes, I have IconPackager. Thanks for all the help.

Well then the file you downloaded, will probably be for another program, other than IconPackager, you see a .ICL file is an ICon Library, these can be created with icon creation programs like MicroAngelo, Axailis, etc, and these libraries cannot be loaded into IconPackager even if you changed the extension.

You could use a program like those mentioned above to extract each icon to a particular place on the hard-disk, and then using IconPackager import easch icon and create a .IPTHEME file afterwards, this would take some time to do, so I would suggest you search Wincustomize for a better .IPTHEME package.

The ICL format has been around for a very long time, it's a standard Windows icon library file. Icon Packager understands the ICL format, so you don't need to extract each individual icon from it. That's the good news.  THe bad news is that the ICL format does not include an instruction file.  You need to understand how Icon Packager works. An Icon Packager theme is usulally in a IPTHEME format. That's just a zip file containing two essential elements: the icons themselves (either a bunch of ICO files, or in one ICL file like the one you have), and an IP file. The IP file does not contain any icon, it's just a text file telling Icon Packager where to apply each icon - sortof like an INI file).  So, you have the icons, now you need to work a bit. Open Icon Packager and create a new theme; then go through each elements (My computer, My Network Places,  My Documents, et.) one by one and assign them an icon from your ICL file (just browse to the ICL file, then a window will open to show you all the icons it contains.  When you're all done, save it under a name of your choice, and the IP file will be created. That's it. It may take you 30 minutes, maybe less.
