Advent Influence Planet Item not working

There is clearly an advent influence item in research, but for the life of me I can't find it to put on a planet. If I am missing something, let me know guys.

Hey, I suppose you are referring to this one:

At the very bottom you can see the planet types were you can build those. Admittedly icons are small and will require time to get used to them. But basically it tells you that this can be built on asteroids, moons, and pirate planets.
