What are you trying to skin? There are so many different programs. And unfortunately, no easy answers. The best way is to start with a good graphics program and learn it well. Then, you have to start all over again, learning the skinning program. It takes a lot of time and patience.

It takes a lot of time and patience.

Listen to Chas! It was nearly a year from the time I discovered skinning, to actually submitting skins (your milage may vary ).. and if you plan on skinning WindowBlinds, you'll need a heaping helping of patience.
Jinkz... You'll find lots of folks willing to help around here.

Try learning something simple to start...say boot skins...You could make one easily in MS paint (very easy to use)...Read the instructions after you down the boot skin application...Open it up and click on help...

you will need WindowBlinds to apply it and if you are not familiar with coding, then SkinStudio is a great program to use. You can get these programs at https://www.stardock.com
