There is a windowblind skin by Johanne Chaine (aka Alexandrie) which might suffice.
It is called "Aquarium"
you will need to search the libraries for it.

Damnit, that really IS cheap. (Note, creating a WB theme witch looks awefull already cost 2 days, creating a good nicelooking theme should cost about a week. take that in hour @ 20$ a hour....)
